- In another bowl, whisk together flour, baking powder, baking soda, and salt. Gradually add to the wet mixture until just combined. Chill dough for at least 30 minutes.
- For the filling, beat cream cheese until smooth; mix in sugar and vanilla extract.
- Preheat oven to 350°F (175°C) and line a baking sheet with parchment paper. Scoop about 1 tablespoon of chilled dough, flatten it, place a teaspoon of filling in the center, cover with more dough, sealing edges well.
